The Pennsylvania Public Utility Commission regulates household movers. The mover must publish their tariff with the Commission. This tariff outlines all of the services and charges for the mover, and the Pennsylvania Public Utilities Commission holds all movers in the state of Pennsylvania responsible for following by their published rates, policies, and procedures.
Local movers are required to have a PAPUC # on their vehicles, Bills of Ladings, advertising etc to do local moves. In the state of Pennsylvania, if the move is 40 miles and under, the move is priced on an hourly basis, if the move is over 40 miles (intrastate) move, it is priced by weight and distance.
One important thing to remember is that you make sure your local mover carries workers compensation insurance and the proper licensing on equipment and vehicles.
