The Michigan Public Service Commission has authority, as legislated by the Michigan Motor Carrier Act, to regulate the for-hire transportation of property by motor vehicle upon the public highways in the state of Michigan. The Motor Carrier Division of the MPSC oversees the safety, moving rates (tariffs), and consumer protection regulation of the intrastate household goods moving industry.
All businesses wishing to conduct intrastate operations as a for-hire motor carrier of household goods must apply to the MPSC for review and consideration to be granted a certificate of authority. All motor carriers granted certificates are required to maintain on file with the MPSC, proof of motor vehicle insurance coverage for Public Liability and Property Damage, and cargo insurance coverage. All motor carriers granted certificates must print and file with the commission and keep open for public inspection in its principal place of business, schedules showing rates and charges for transportation of property.
Exemption: A local move, defined as: a household goods shipment of 40 miles or less, is not subject to tariff regulation by the MPSC. However, motor carriers conducting local moves of household goods must comply with authority, safety, insurance, vehicle identification and other requirements imposed by the Michigan Motor Carrier Act and MPSC Motor Carrier Rules.
